After many revisions and months of negotiations among staff, the business community, and citizen activists, the Metropolitan Planning Commission (MPC) recommended to City Council a new parking ordinance that will govern how property is developed for commercial and residential uses.

Council is expected to consider the ordinance – City Parking Ordinance_2017-08-14 – at its Sept. 12 meeting, beginning at 6 p.m. at the City County Building in downtown Knoxville.

Tim Hill, principal in the development firm Hatcher Hill, and Jennifer Roche, director of government affairs for the Knoxville Area Association of Realtors, spoke in favor of the ordinance.

Many of the business community’s initial concerns about the ordinance were rectified by MPC staff, including the maximum number of parking spaces allowed for certain uses and landscaping requirements for smaller size lots.

While the business community and property owners would have preferred less regulation, the new proposed ordinance does reflect significant changes since its first draft was released a year ago. It’s hoped that this flexibility continues should unexpected consequences arise from the ordinance that would prevent impactful redevelopment within the city.
